The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, known collectively as America’s Seed Fund, provide non‑dilutive federal funding to help small businesses and startups develop innovative technologies and move them toward commercialization. Coordinated by the U.S. Small Business Administration (SBA) and funded by 11 participating federal agencies, the programs support early‑stage research and development across a wide range of technology areas.
